
David A. Hart
Owner, Project Manager
David Hart founded Municipal Service Group Inc. in 2008 and serves as President with over 25 years expertise in the construction management and engineering field. David has successfully formed strategic alliances with private and public companies to deliver a higher level of service typically not found within construction management and inspection consultants. Da-vid worked within a Municipal Engineering Department for over 10 years. He served as a commercial and residential project inspector, plans examiner, and obtained Senior Inspector Status before entering the private sec-tor. David then held the titles of Construction Manager and Developer with a large multi-state land development and home builder firm. He has both land development and vertical building experience. Upon leaving the City of Stow, David worked with Properties Development for 13 years as a Land Manger, Project Manager, builder, and developer. David has produced over 800 phased subdivisions, 31 commercial and industrial projects, six master planned communities, and has developed infrastructure plans in 13 different states. William Drew
P.E., Senior Project Manager
Serving 30 years simultaneously as the Engineer and the Chief Building Official for the City of Stow, William has exceptional project management skills related to residential and commercial building construction management. William was directly involved in the negotiations to purchase the Stow Water System from the Department of Environmental Services and the water contract with the City of Akron. During his time with the City of Stow, William was instrumental in facilitating and managing the city’s dynamic growth over the last decade, making the City of Stow the third largest city in Summit County. William joined Municipal Service Group in March 2012 and serves as our Senior Project Manager. In 1979, William received his Bachelor of Science Degree in Civil Engineering from the University of Akron. William has been a Registered Engineer in the State of Ohio since 1983 and obtained his Building Official and Master Plan Examiner certification from the State of Ohio in 1988 and is a member of the American Society of Civil Engineers. William is a Registered Professional Engineer in the State of Ohio.

Gerald R. Dolson
P.E., Senior Project Manager
Gerald has served 22 years as a Public Service Director and directed construction activity for the City of Stow. He was also a partner and superintendent for his own Construction and De-sign Company until returning to the City of Stow as the Assistant City Engineer. Gerald has extensive experience in water distribution design and the construction and repair of roadway repaving. With a BS in Civil Engineering from the University of Akron and as a Registered Engineer with the State of Ohio, Gerald joined Municipal Water Operations & Inspections Co. in March of 2012 with over 35 years of experience. Gerald is a Registered Professional Engineer in the State of Ohio.

Cheryl A. Lagana
Inspector
Cheryl joined Municipal Services Group in 2013 with an intricate knowledge of high-way reconstruction, maintenance and Inspection management gained during her career with The Ohio Department of Transportation as an Inspector. Through-out her 27 years she served the state as an inspector collaborating with the Field Engineer, Roadway repair, maintenance, and quality control Groups. Cheryl served The Ohio Department of Transportation District 4 in Quality Control for 14 years. Cheryl was one of three District 4 Inspectors that held a Level 3 certification in Asphalt Mix Design. She inspected, calibrated and approved 20 plus asphalt companies and monitored contractor lab technicians that specialized in over 200 mix de-signs. Cheryl also spent 8 years in the field inspecting various aspects of Ohio Department of Transportation projects while working closely with project engineers. Possessing with numerous State of Ohio and Industry certifications she is also certified in Concrete Mix Design Level 3 Aggregates.

Wayne Spencer
Project Manager
Wayne joined Municipal Service Group in 2011 as a Project Manager after a successful 30 year career with the Ohio Department of Transportation. While withthe State ofOhiohe held various Inspectionassignments relatedto bridge replacement, majorconstructionand reconstruction, roadway widening, box culverts, slide repair, erosioncontrol,drainage, pavement, water works, sanitary sewer, lighting, traffic control and signals, and maintenance of traffic. Wayne has a broad back- ground in inspection services and project management. As a project manager he directed the inspections, scheduling of labor, and communication with residents, utility companies, and local governmental agencies.Wayne alsopre- pared, reviewed, and approvedpay estimates while maintaining the construction diary for the State ofOhio. Hismost honoredappointmentwasfacilitating the training ofnewly hiredengineers onthe Ohio DepartmentofTransportationpolicies, procedures, inspectionprotocol and documentationensuring the highestlevel ofservice andprofessionalism asdictated by the State of Ohio.

Pamela Spencer
Project Manager/ LPA Coordinator
Well-versed in highway construction, reconstructiopn, management and Inspection gained while serving the State of Ohio Department of Transportation as a Project Manager & Inspector Pam joined Municipal Services Group in 2011. During her 30 years with the State of Ohio Department of Transportation as Project Man-ager, Pam supervised and trained project personnel, supervised staff workers, and scheduled technicians for concrete control and compaction. During all phases of the project, she would approve materials and samples of products; prepare, generate, review and approve project pay estimates; as well as compile the construction diaries for the State of Ohio. In addition, Pam ensured contractor compliance with the inspection of roadway construction, erosion control, drainage, pavement, water works, sanitary sewer control, lighting, traffic control & signals, maintenance of traffic and structures. As a skilled expert and honorary recipient of Employee of the Year from the State of Ohio Department of Transportation, Pam was empowered to complete independent audits on various completed projects in which she was not affiliated. She was also charged with communicating information regarding project work items to property owners, utility providers and local government officials.

James R. Dolson
Inspector
James’s background is in marketing, finance, and construction management. James has acted as a construction manager-foreman for over 15 years with several companies. Well versed in Public Relations, Construction Management, and business logistics, James joined Municipal Companies Inc. in 2012. He obtained his Bachelor’s Degree from The University of Akron.

Jake Logan
Inspection Intern
Operations & Inspections Co. in 2013 as our first Engineering Intern. Jake now serves as a full-time Inspector and our GPS/GIS coordinator. Jake is a graduate of both Coventry High School and the Portage Lakes Career Center with perfect attendance. He is currently attending The University of Akron where he is pursuing a degree in Civil Engineering.
